The ECC 2016 step by step
In 2016 one Polish city together with the selected Spanish city will bear the title of European Capital of Culture. Cities that apply for this honourable title must undertake many efforts to hold it.
In the autumn 2009, the Minister of Culture and National Heritage will publish the call for submission of applications for cities within the ECC 2016 contest.
Cities may participate in the contest provided that they prepare and submit a draft programme of the European Capital of Culture 2016 event. The programme of the Polish city designated for European Capital of Culture 2016 has to be connected with the programme of the Spanish city nominated for the same year and meet the criteria divided into two categories: “The European Dimension” and “City and Citizens”. Within 10 months following the announcement of the contest cities will have to submit their application to the Ministry of Culture and National Heritage with the outline of the programme that they plan to realise in 2016. Applications of the candidate cities will be assessed by the selection panel on two stages: pre-selection and final selection.
At the end of the first stage the selection panel will draw the so called short-list of cities accepted to the final selection. The pre-selection stage should end in the third quarter of 2010
Cities adopted to the 2nd stage will have to complete and submit their applications to the Ministry of Culture and National Heritage within 9 months following the announcement of results of the first stage at the latest. In 2011 the selection panel should make the final selection, and Poland will present its nomination to the relevant European institutions.
The EU Council of Ministers should nominate the winning city in the second quarter of 2012.
