The Council of Europe recognises culture as the attitude of building and consolidating democracy in Europe - representatives of all Member States, including Poland, participate in the work of the Steering Committee for Culture, Heritage and Landscape.

The Ministry of Culture and National Heritage plans to begin the procedure for Polish accession to the Framework Convention on the Value of Cultural Heritage for Society. Under the aegis of the Council of Europe, flagship programmes promoting cultural heritage have been developed: European Heritage Days and the European Cultural Routes, in which Poland takes an active part. The Ministry of Culture and National Heritage is also a member of the Council of Europe Eurimages Fund that supports film co-productions.
